Title of Position: Facilities Manager
Location Position: Houston, Texas
Reports To: Ismaili Center Director
POSITION OVERVIEW:
The Ismaili Council for USA is seeking an organized individual with strong managerial skills for the position of Facilities Manager, based at the Ismaili Center Houston. The Facilities Manager will be responsible for the overall effective functioning of the facility, ensuring the building is well-maintained.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Plan, coordinate, and maintain best-practice facilities management standards to ensure efficient resource deployment and preserve the distinguished architectural image of the Ismaili Center Houston.
· Steer an innovative mindset and proactive approaches to building management.
· Deliver high standards of facilities maintenance policies and procedures, encompassing building structure, maintenance, systems repairs, and upgrades, while ensuring compliance with environmental, fire, health, safety, and environmental requirements.
· Ensure a safe and secure environment for all groups, including community members, visitors, suppliers, and staff.
· Implement measures to comply with green initiatives within the USA jurisdiction, aiming to achieve and maintain carbon neutrality.
· Work in close collaboration with the Property Matters Portfolio Member and the Member for Security on the National Council.
Repairs and Maintenance:
· Assist in establishing the budget, monitor and track all facility expenditures, and work throughout the year to keep costs within the budget, making adjustments on an emergency basis.
· Set up, implement, and train team members to run an automated maintenance management system (application) to handle service requests, preventive maintenance schedules, capital planning, and reporting.
· Develop and deploy a year-round building maintenance plan and standard operating procedures.
· Ensure the building is fully operational with all utilities and systems working efficiently according to agreed standards.
·Proactively manage building structure maintenance, addressing issues and providing timely decisions to resolve them.
Landscaping:
·Supervise the maintenance and upkeep of all landscape-related work by overseeing the groundskeepers/landscapers for the building's grounds and landscaping.
·Oversee at least quarterly consultations/reports from horticulturists/botanists and implement recommendations for maintaining healthy trees and plants.
·Manage, improve, and implement preventative and post-flood maintenance of landscaping and the building after each major rain incident.
Security and access:
·Direct and oversee all security requirements of the Center.
·Manage control of access cards, codes, and keys in the building.
·Train and oversee front desk volunteers and guards for duties.
·Provide the front desk with information of guests, events, parking and meetings.
·Oversee safety concerns and fire evacuation plans for the building.
Events/Logistical Coordination:
·Coordinate heating/cooling, lighting, kitchen, equipment, furniture, and parking for institutional and external programming, including REC/ECD, library/literature/ACCESS counter, Secretariat staff, and morning/event services.
·Provide coordination, setup/tear down support, and logistical support for audio/visual and hospitality.
Staff/Volunteer Management:
·Recruit, train, and deploy all technical volunteers for minor repairs, special projects, equipment inspections, filter changes, floors and walls refurbishing, pools cleaning, landscape projects, etc.
Facility Administration:
·Maintain inventory of all furniture/fixtures and artwork.
·Provide input and support negotiations/administration for all contracts related to the site.
·Oversee housekeeping/janitorial staff, waste disposal services, pest control services, etc.
·Ensure compliance with all local and state safety requirements for the building, including training, facility inspections, security, health, and safety.
Systems Operations
·Establish processes to assess systems and equipment performance, identify issues, and remediate them in a timely manner.
·Ensure an up to date inventory of plans, specifications, record drawings, cuts, catalogs, instructional material and performance records are maintained
· Implement approaches to optimize economic life of equipment and systems, and reduce energy consumption
·Develop emergency response plan to resolve any breakdowns, within 24 hours.
·Research best practices, and remain abreast of development and availability of new technology, equipment and systems in the field of facilities and property management. Recommend, with supporting justification, enhancements to the existing systems to improve overall facilities management.
QUALIFICATIONS:
This position requires superior management skills and a calm demeanor, specifically:
·Bachelor of Engineering (Civil) / Property Management or relevant field is ideal.
·IFMA Certified Facility Manager (CFM) credential is highly desirable.
·7-10 years of relevant work experience.
·Strong knowledge of building management systems, maintenance methods, operating requirements, and safety precautions, and
·Working knowledge of regulatory requirements in facilities management
·Experience in vendor selection, negotiation, contract management, RFPs, SLAs, vendor relationships, evaluating vendor performance against contractual agreements, etc.
·Proven ability to meet multiple deadlines and balance numerous projects simultaneously.
·Knowledge and experience with volunteer and program management would be an advantage. Familiarity with the workings of Jamati Institutions is important.
·Sound leadership, team, and management experience.
·Strong project management, analytical, and administrative skills.
·Excellent organizational and interpersonal skills.
·Competent verbal and written communication skills, including report writing and developing and delivering training to various audiences.
·Fluency in English with the ability to dialogue with senior executives.
·Positive team player who works well with minimal supervision.
·Competency in computer skills to produce project analyses and reports, including Microsoft Office.
