Job Description

We are currently seeking resumes from qualified Environmental Division Leaders for our Irvine, CA office. The focus of this position will be to establish a clientele base and build and manage an environmental practice in California with a focus on the transportation, rail, water and/or utility/energy sectors, but other business sectors may be considered as well. The candidate should have a documented history of managing and preparing CEQA/NEPA documents as well as a comprehensive knowledge of and experience obtaining approvals or permits from the various federal, state, or local permitting or regulatory agencies. Superior writing and oral communication skills is a must. This position does involve business development so the ideal candidate should be willing and able to find and pursue project opportunities, assist in preparing proposals, and participate in project interviews when needed.

As the Environmental Division Leader you will serve as the CEQA/NEPA expert for our California operations as well as providing any technical resource expertise as education and experience allows. Your focus will be on the following key areas:

  • Work with our Business Development and Marketing Group to find project leads, visit with prospective clients, prepare proposals and participate in project interviews or other business development functions to win environmental projects/assignments in CA
  • Work closely with our Environmental Practice Lead to hire senior and junior-level environmental professionals as workloads demand
  • Mentor and develop junior-level staff as the California Division grows
  • Prepare and oversee budgets, scopes of work, and schedules
  • Manage and prepare CEQA/NEPA documents or other technical resource documents or permits as expertise and experience allows
  • Lead interdisciplinary teams on large projects from either in-house staff or subconsultants
  • Be that Expert- Assist clients in navigating the various regulatory or permitting requirements on projects
  • Work well independently
  • Review engineering design plans for compliance with environmental and/or permit requirements.
  • Collect, analyze, and summarize project data. Prepare findings and make recommendations based on analytical data, including maps, graphics, charts, tables, presentations and written reports
  • Additional duties may include project construction environmental compliance oversight, compliance auditing, or other field inspection duties as necessary

Required Skills:

  • 10+ years of experience in preparing CEQA/NEPA documents for transportation, railway, energy, water, utility, private or other federal agency projects including inter-discipline and agency/client coordination
  • Work in Southern California for clients/owners such as Caltrans, RCTC, OCTA, SBCTA, LA Metro, Metrolink, US Forest Service, BLM, Department of Defense, USACE, CPUC, PG&E, counties, cities, or others
  • Track record in high-quality deliverables and meeting scope, schedules and budgets on projects.
  • B.S. or B.A in environmental sciences, natural resources, planning, or related fields.
  • In addition to being able to manage and prepare CEQA/NEPA documents, has education or technical resource background and can conduct or lead field studies/investigations in other resource areas such as biology, botany, Clean Water Action Section 404/401, 1602, Waters of the State studies, reports, or permitting.
  • Expected Travel: Southern CA, 10% Other
  • Provide technical leadership, oversight and interdisciplinary coordination
  • Ability to manage a team including internal disciplines and subconsultants
  • Can prepare realistic but time-sensitive schedules, and stay on schedule
  • Can prepare realistic but comprehensive scopes of work and budgets
  • Ability to prepare large complex CEQA/NEPA documents
  • Can lead client and team through complex agency or regulatory requirements
  • Ability to lead meetings highly technical in nature
  • Perform analysis of design or project plans to ensure details of project are being considered in CEQA/NEPA documents and any regulatory processes are being completed
  • Provide mentorship of junior environmental personnel as new hires are brought into CA Environmental Group.
  • Assist in business development
  • Involvement in CA Environmental Organizations and Community
  • Ability to lead pursuits, interact with clients to obtain pursuit information, prepare technical understanding and approach in support of proposal efforts, and participate in interviews
  • Client relationships
  • Project/task management – schedule tasks, assign resources, monitor progress, client/agency or discipline communication and coordination, monthly invoicing
  • Knowledge of MS Project, Project Wise and MS Office
  • Excellent verbal and written communication skills, with capacity to effectively communicate thoughts and ideas to peers, senior staff and clients.
  • Skills and network to build a team (recruiting)

Desired:

  • Master’s degree in a relevant field
  • Alternative Delivery/Design-build project experience
  • Knowledge of GIS/ArcView and other field-based GPS map collector software experience
