Position Description
Resonance will conduct a mid-term performance evaluation of USAID/ERA, a six-year, approximately $70 Million USD USAID-funded activity in eastern Ukraine. Fieldwork for this evaluation will take place in 2021, with the final evaluation report being due in July 2021.  This position is expected to take place starting October 15, 2020 into the July 2021, and will be approximately 75 days of LOE.
The Senior Qualitative Evaluation Expert will provide the team with guidance on how best to incorporate Outcome Harvesting, Most Significant Change, and other possible complexity aware methods to answer the evaluation questions.  Supporting the Team Leader, S/he will contribute significantly to the inception report, evaluation design, development of tools and protocols for data collection, qualitative data analysis, and drafting of the evaluation report. S/he will help develop and implement necessary processes to execute a utilization-focused evaluation that is user-centric, participatory, and upholds independence and do no harm principles.
Minimum Requirements
  • A Master’s degree in international development, evaluation, economics, human and organizational systems, or other relevant areas.
  • Experience in leading the design and implementation of  several evaluations that use a mixed methods approach, including qualitative and  complexity aware approaches..
  • Proven experience of successfully using Outcome Harvesting and Most Significant Change approaches in a variety of evaluation contexts.
  • Demonstrated experience training and supervising local research firms to conduct qualitative data collection, for example key informant interviews and focus group discussions. facilitating
  • Demonstrated experience using evaluation to inform adaptive management.
  • Demonstrated experience working within diverse teams, with strong interpersonal skills.
  • Strong understanding of USAID ADS requirements, the Program Cycle, USAID’s Evaluation Policy, and USAID programming.
  • Superior English written and oral communication skills.
Preferred Requirements
  • Ph.D. in international development, evaluation, economics, human and organizational systems, or other relevant areas.
  • Experience with Qualitative Research Software such as Dedoose, NVIVO, or Atlas ti.
  • Previous work experience in Eastern Europe/Post-Soviet States or Russia.
  • Experience with evaluating USAID projects focused on economic recovery in conflict/post-conflict settings, and/or resilience.
  • Knowledge and experience with integration of gender equality and inclusion in evaluation.
